Amendments to the “Regulations on Quality Labeling of Textile Products” under the Household Goods Quality Labeling Act

~The designated term will be changed from “acrylic-based” to “Modacryl”~

In November 2020, “JISL 0204-02 Textile Terminology (Raw Materials)—Part 2: Chemical Fibers” in November 2020, Article 6 (Designated Terms) of the Quality Labeling Regulations for Textile Products, as stipulated in the Act on Quality Labeling of Household Goods (Act No. 104 of Showa 37), will be amended.

Details of the Amendments

Due to the amendment to JIS L 0204-02, which changed “acrylic-based” to “Modacryl” (to align with the English terminology used in the corresponding international standard), the designated term “acrylic-based” will also be changed to “Modacrylic” in the “Regulations on Quality Labeling of Textile Products under the Household Goods Quality Labeling Act.”

◇ Date of Promulgation and Effective Date: January 1, 2022 (Reiwa 4) ◇ Transitional Period: Through December 31, 2022 (Reiwa 4)

Timeline for Implementation and Transitional Measures (Tentative)

Timeline: acrylic-based labeling through Dec. 31, 2022, and modacrylic from Jan. 1, 2022, with a transitional period

Concept of the Transitional Period*

●For products shipped with the "acrylic-based" label prior to December 31, 2022, there is no need to change the label to "Modacryl" as of January 1, 2023.

● We cannot ship products labeled as “acrylic-based” on or after January 1, 2023.

● For products sold on or after January 1, 2022, we recommend using the "Modacryl" label.

*Based on materials from the Ministry of Economy, Trade and Industry’s preliminary briefing (September 2021)

[Reference] About Modacrylic (Acrylic-Based) Fibers

Among polyacrylonitrile synthetic fibers, those with a mass percentage of acrylonitrile of 85% or more are classified as “acrylic,” while the others are classified as “modacrylic (acrylic-based).” “Modacrylic” has excellent flame-retardant properties and is used in flame-retardant materials and wigs, among other applications.

Main uses: Disaster response uniforms, faux fur, blankets, rugs, curtains, upholstery fabric, bedding, wigs, etc.
